The Environmental Protection Department said the amendment regulation requires the owners of the vehicles concerned to comply with the emission standards as if they were first registered on the date of the vehicle licence application. Diesel commercial vehicles which complied with the Euro V emission standards on the date of first registration will be excluded from the phasing out programme and will not be categorised as controlled vehicles under the amendment regulation.

The amendment regulation will be tabled in the Legislative Council for negative vetting on May 27. It will take effect on September 1 after LegCo's approval.
